Frequently Asked Questions in Delaware
1. How do I know if I qualify for a grant?
If you live in Delaware and pay an electric bill to Delmarva Power, Delaware Electric
Cooperative or any Municipality excluding New Castle you are eligible for a Green
Energy Program Grant.
2. Which Green Energy Program do I qualify for?
Since each utility has a Green Energy Program for its customers you qualify for the
one that you pay your electric bill too. For example if you pay your electric bill to
Delmarva Power you qualify for its program. If you pay your electric bill to Delaware
Electric Cooperative then you qualify for its program. All programs are managed by
the Delaware Energy Office. If you have any questions call (302) 735-3480 first.
3. What Photovoltaic systems qualify for a grant in the Green Energy
Program?
The Green Energy Program accepts applications for photovoltaic systems that do not
exceed $12 per installed watt.
All photovoltaic modules installed in the Green Energy Program must be certified by
a nationally recognized testing laboratory as meeting the requirements of the
Underwriters Laboratory Standard 1703. All qualifying grid-connected systems must
comply with the Institute of Electrical and Electronic Engineers Standards Board
(IEEE) 929, Recommended Practice for Utility Interface of Photovoltaic (PV) Systems.
Qualifying grid-interconnected systems must comply with Delmarva Power’s,
Technical Considerations Covering Parallel Operations of Customer Owned
Generation of Less than 1 Megawatt and Interconnected with the Delmarva Power
System.
Qualifying inverters must be certified by a nationally recognized testing laboratory
for safe operation and certified as meeting the Underwriters Laboratory Standards
1741-1999, Standard for Static Inverters and Charge Controllers for Use in
Photovoltaic Power Systems.
All qualifying systems must be installed in accordance with the standards and
specification of the manufacturers of the components and in compliance with all
applicable electrical, plumbing and building codes.
4. Will my system have a warranty? Who provides the warranty?
All qualifying systems must have a warranty for protection of the integrity and
performance of the components for at least 5 years. The installation contractor
provides the warranty. The installation contractor shall include the warranty
documents with the systems operating and owner’s manual.
5. What system components do not qualify for the grant?
Any used or previously installed components are ineligible for the Green Energy
Program grant and must be subtracted from the system cost prior to calculating the
grant.
6. What components of a photovoltaic system qualify for a grant?
New and previously unused, photovoltaic modules, the foundation for the modules,
mounting or tracking structures, wiring, inverters, meters and utility
interconnection equipment all qualify for the Green Energy Program grant.
7. What other costs qualify for the grant?
In addition to the system components listed above, the labor costs for the
installation of the components, and the cost of required permits and fees for the
construction and/or installation of a qualifying system qualify for the Green Energy
Program grant..
8. My system qualified for a special grant from another source. Will this affect
the Green Energy Program grant calculation?
Yes. All other incentives associated with the project such as grants, rebates, buy
downs, cost sharing or any similar form of financial support (other than the federal
tax credit) must be subtracted from the total system cost prior to calculating the
grant.
9. How much of a grant will the Green Energy Program provide?
Each Green Energy Program may have a different maximum grant amount and
corresponding grant percentage. Please see the grant facts for details. Please make
